Guest Users --- Access to Case Documents?

Currently, guest users can see photos on cases and see activities in the cases notes... The details of the notes are not available. One of the posts, by James McKay, indicated to have documents available on cases the guest users has been granted access to.

The question is this. Should Guest User be given access the external documents
